You can live in Portugal (particularly the Algarve and Lisbon) and never learn to say anything in Portuguese other than Obrigado (Thanks). However, it would be very helpful if you want to properly settle in and make friends that you make some efforts and learn the language. Moreover, Portuguese is the fifth most spoken language in the world.
