Per-capita scale confirmed verbatim (Portaria n.º 1563/2007, Art. 2.º n.º 2): "…a seguinte valoração per capita em cada agregado familiar: a) Primeiro adulto 100 %; b) Segundo ou mais adultos 50 %; c) Crianças e jovens com idade inferior a 18 anos e filhos maiores a cargo 30 %." Art. 5.º n.º 6 applies this to the D7 residence visa (retirees / people living on movable/immovable/IP/financial income), to be assured for a period of not less than 12 months. There is NO separate higher statutory multiplier for passive income above 100% RMMG — the base bar is 100% RMMG with the 50%/30% household uplifts; the decree fixes percentages, so the euro values (€920 / €460 / €276 in 2026) are derived from the RMMG and are year-dependent. The RMMG is taken "líquida de quotizações para a segurança social".
