Mechanism verbatim (Art. 10.º n.º 3): "…devem multiplicar-se à coleta obtida a partir das tabelas previstas nos números anteriores os seguintes coeficientes, em função do ano da primeira matrícula do veículo em território nacional ou num Estado-Membro da União Europeia ou do Espaço Económico Europeu."
