How is ISV calculated when importing a car to Portugal?

ISV is the one-off Portuguese registration tax. It is the sum of a cylinder-capacity component and a CO2 (environmental) component. Used cars imported from the EU get an age-based reduction of 10%–80% on the total, fully electric cars are exempt, and plug-in hybrids pay 25%.

Are electric cars exempt from ISV in Portugal?

Yes. In 2026, 100% electric vehicles are fully exempt from ISV (and from the annual IUC). Plug-in hybrids that meet the criteria pay only 25% of the ISV.
