Because there is no submission-only route. IFICI is a certified-eligibility regime: each of the seven statutory pathways is validated by a competent entity (FCT, AICEP, IAPMEI, ANI, Startup Portugal or the AT). The assessment finds the pathway that fits you — or tells you honestly if none does.

A written verdict on whether you qualify and through which pathway, the competent entity involved, the entrant-gate, CPP and CAE checks, any company structuring needed, the 20% (and 35% blacklist) tax picture, and a step-by-step qualification roadmap — plus a review call.

Maybe. Some pathways require a qualifying company — for example one exporting 50% or more of its turnover, with you as gerente. The report tells you whether your case needs one.

There are seven (EBF Art. 58.º-A n.º 1, a–g): higher-education teaching & scientific research (certified via FCT); productive-investment jobs (AICEP); highly-qualified professions in an RFAI or ≥50%-exporting company (the AT); recognised relevant-economy roles (AICEP or IAPMEI); R&D under SIFIDE (ANI); roles in certified startups (Startup Portugal); and Azores/Madeira roles.
