Verbatim (Art. 10.º n.º 2): "Salvo razões atendíveis, o pedido deve ser apresentado pelo requerente no país da sua residência habitual ou no país da área da jurisdição consular do Estado da sua residência." Where an applicant files outside the residence country, Art. 13.º al. h) requires the consular officer to verify the invoked reasons.
