## A budget deadline that doubles as a housing deadline

The headline number isn't really about tax rates yet — it's a date. The delivery of the document by the Minister of Finance has to happen by 10 October at the latest, and because 10 October falls on a Saturday this year, the Government has the option of delivering it by 12 October. Parliament will vote the State Budget 2027 (OE2027) on 28 October in general terms, with the final global vote scheduled for 24 November.

For foreigners already settled in Portugal, or weighing a move, that six-week window matters more than usual. Buried inside OE2027 is a quiet deadline of its own: the tax break that lets companies house staff tax-free is due to lapse at year-end, right as the budget is being negotiated.

## Employers vs. unions: two very different wish lists

Ahead of the proposal landing, both sides of Portugal's social partnership laid out demands in writing. Employer confederations urged the Government to include measures in the OE2027 proposal that reduce the tax burden on companies and promote housing for workers, while trade union confederations argued for IRS relief. One income-policy document circulating in the talks even floats a minimum wage rise, with the national minimum wage increasing from the current €920 to €970 in 2027 — not yet confirmed Government policy, but a marker worth watching.

## The housing clause that actually touches landlords

This is the part relevant to anyone renting or housing staff in Portugal. Since 2024, companies have been able to put employees in rented accommodation without triggering IRS or Social Security on that benefit. Rental amounts covered by employers for staff housing are exempt from IRS and Social Security for the period between 1 January 2024 and 31 December 2026, under the current State Budget rules. With that sunset clause hitting right as OE2027 is drafted, and employer groups explicitly pushing for more "habitação para trabalhadores" measures, an extension or expansion looks like one of the more plausible housing items to survive the budget's tight margins. If it lapses instead, companies that lease flats for relocating foreign staff — a common arrangement for tech hires and intra-company transfers — would see that benefit become taxable income again from January.

## A separate IRS cut is already locked in — before the budget even starts

Confusingly, the Government has already announced one IRS change outside the budget cycle. The Prime Minister said the income tax cut would be worth €400 million and would cover income up to the sixth bracket — between €28,400 and €41,639 in gross annual income. The Finance Ministry told Observador "the reduction in withholding will be applied in November, to reflect the retroactive effect to January". That's separate machinery from OE2027 itself, but it shapes the mood going into budget negotiations — the Government has already spent some of its fiscal room before the main debate starts.

Nothing is confirmed until the law passes, but it's exactly the kind of knock-on figure that gets missed in headline coverage of IRS brackets.

## What to watch next

The real detail — whether the employer-housing exemption gets renewed, whether the minimum wage figure holds, and what (if anything) touches IMT or property tax directly — won't be clear until the full proposal text is published after delivery to Parliament. Hearings with the Finance Minister and the Labour Minister follow in late October, before the general vote.
